Dr. Wen received his Ph.D. degree in Civil Engineering from the North Carolina State University in 2001. Prior to joining UW-Madison, he was in charge of research at Bloom Consultants, LLC. Dr. Wen has published/presented more than 30 technical papers. He is currently the principal investigator of a one-million dollar research grant sponsored by the U.S. Department of Energy, comparing the performance evaluation of recycled asphalt with and without high carbon fly ash to that of traditional crushed aggregate, as pavement base course at MnROAD. Environmental testing is also being conducted in this study. He was a principal investigator for long-term performance monitoring of recycled asphaltic materials as pavement base course in Wisconsin.

Dr. Wen is a member of SHRP II Highway Renewal Expert Task Group, “A Plan for Developing High-Speed, Nondestructive Testing Procedures for Both Design Evaluation and Construction Inspection,” and NCHRP 4-35 Project Panel, “Enhanced Test Method for Specific Gravity and Absorption of Coarse and Fine Aggregate.” He is also a member of Wisconsin Highway Research Program Technical Oversight Committee and ASCE Highway Pavement Committee. In addtition, Dr. Wen served as project manager of mutli-million dollars construction projects which used thousands tons of recycled materials for highway construction.
