2019 Pennsylvania SB 712 (budget bill) Section 14 includes preemption of local regulations on “single use plastics, reusable plastics, auxiliary containers, wrapping or polystyrene containers” until after the Independent Fiscal Office and Legislative Budget and Finance Committee submit reports to the legislature, no later than July 1, 2020

    • Section 701.(b)(5) exempts from “arranger” liability any party that generates scrap materials that are transferred to a facility for the purposes of reclamation or reuse, provided certain criteria are satisfied (subsections (b)(5)(i) through (b)(5)(v)).
